That's the problem, I don't think GMs are allowed to search for evidence outside the game, and without that, there is no hard proof that it's RMT.That's really all they need to do. Have a GM watch the PF. If there is a cross world thing up selling runs, it's obviously RMT. Ban them.
If they want more evidence they can join the discord and get undeniable proof it's RMT. Find out who is involved in the selling and ban all of them.
In every mmo I've ever played,(which is quite a few) they never seem to actually enforce their own rules. This game is no exception.
Content selling for gil isn't RMT, although someone might deal with RMT to be able to buy it, that's a separate offense.
