It used to be that Heaven-On-High just had straight blocks jutting out of it. Now the blocks have bevels and smaller blocks are jutting up/dropping down out of the main blocks.

It's definetly going to be something as the NPC at the base specifically mentions it being off limits and he's in front of what is obviously the entrance to Heaven-On-High.
