Graphics stuck on high quality

However when manually switching to the lowest possible settings in game, the some of the settings do not appear to change from the high quality settings.

Just to clarify what I think the moderator was getting at, there are several graphics settings changes that don't take effect until you restart the game. I.e. they don't happen in real-time. Are these enhanced effects still there after hitting apply and then restarting the game?
