A Time To Every Purpose Main Quest missing in ARR

As Summoner, I'm having issues with this quest. Googled the issue and see where some folks have had issues in the past with this quest and the recommendation was to ensure the 2 prerequisite main story quests have been completed, which they have.

Upon looking at the cut scene video I have a theory on what may have happened. As I completed the previous main quest, The Least Among Us, I skipped the cut scene. Watching the video online, it appears the quest I'm missing, A Time To Every Purpose, is automatically generated in the cut scene itself, not after the fact.

At any rate, The two prerequisite main quests were completed. It accepted and completed The Least Among Us, but did not initiate the A Time To Every Purpose quest. I even went to promenade where I was supposed to go as part of the next quest for kicks and giggles, no luck. Minfilia is still inside the Rising Stone with no quest options (turn in or new) and I have no Main Quest in my journal.

Any suggestions?

Well first suggestion would be to stop slipping cutscenes.
But what does the MSQ UI element say yo do right now? That red and white thing you can have on your screen regarding such quests.

One thing I did not mention is that this scenario happened right before a server shutdown for maintenance. Unsure if this had any bearing, but this morning the quest was there. I promise I don't do drugs. xD. I understand the cut scenes comment. They are very nice and I do indeed catch up to my current progress on youtube in my bored-afk time. At the same time, if it's an included feature in the game to skip a scene then the user should be able to do so without concern of bugs. Right now I just want to level asap. Thanks for the reply.
