Let's stop pretending that FC's NEED houses more than individuals.
FC houses are nothing more than glorified personal houses with few members getting access to the benefits and most members getting nothing out of it.

Well, everyone in the FC gets the house only rank 3 FC actions, and access to Private Chambers in it at least. So you can't say they get nothing outta it.
