I was apart of the whole shebang in 2.0, and holy crap.
Part of the issue with the "luxury" of housing is that the obscene prices were actually that high in an attempt to pull as much money out of the markets as possible. There was a notorious exploit at the end of 1.0 that allowed players to make millions of gil from Atomos event drops.
SE also attempted to lower the total money cap in 2.0 by a few integers, meaning ported legacy players could potencially lose billions. This was met with outrage, so SE had to work spaghetti code magic to keep that from happening.
Housing was supposed to serve as the ultimate gil deleter for the super rich, and it fundamentally failed. It continues to do so now from the lack of plots.
Also, when the initial pricing cut occured, it was just as bad as Shirogane's launch was. The initial 100mil+ pricing didn't actually last that long since even the servers with an apparent fuckagillion gil wasn't seeing houses getting purchased.
