I'd have probably gone with fully instanced and exclusively apartments for individuals with outdoor lofts for gardening, and maybe increase the size of the apartment based on how many tenants are in it to a maximum of four people for one apartment. That way, whenever anyone says "I want housing from this area", all that needs to be done is have a change of the outdoor backdrop.

Housing areas would've been exclusively for FCs, with only two or three market boards per ward to allow for increased communication among members of different FCs.
