How would have implemented housing in XIV?

Just as the title says, what are some ways that you all could have seen housing implemented?

For me, aside from the usual instance housing, I think instanced plots with the ability to purchase the size of land and house you would want, would have been a good way to go about it. This way, all players have a fair chance at not only getting a house, but also it gives everyone a fair shot the size house they want.

So what about you all? What are some interesting ways housing could have been added?

Update:
I know that a lot of people are still asking and waiting for Ishgard housing. There's also a number of people according to other housing threads, that would like for some sort of housing in the Sea of Clouds. So my second question is, where are some other areas you'd like to see housing wards or just housing in general open up at in future patches/expansions?
