Those quests aren't boring. They are just as fun and meaningful as all the other quests in the game.
Besides, what's the hurry? It's not like the late game is better than the early game, so no need to rush to get there.

It's all a matter of opinion, of course. I find them boring because all I'm doing is delivering stuff. Basically, just fetch quests. There was even one quest that had me looking for tea leaves. Tea leaves!
I understand what's going on. The Scions are moving from Ul'dah to Revenant's Toll, so they need to make their new home ready. I get it and it makes sense. But man, I just find it tedious.
The problem is indeed that those were "filler"-quests during patches - we were already joking about having to geat tea leaves back then (for stupid Minfilia non the less!!), but it was needed to stretch story in patches... and its probably to much effort to go back and trim the fat now. It's all a matter of opinion, of course. Hang in there, HW is much better!
(And as mentioned: you only do those quests once - leveling up a second or third class will be via dungeons/roulettes. Which can be its on way of being tedious... but not to worry: it doesnt take to long!)

You just described a significant chunk of all other quests in all other parts of the game. Go here, interact with the thing, talk with NPC, go back, talk with same NPC, talk some more, kill a few things, go back again, talk again, interact with more things.
It's an MMO. How much depth do you expect?
I mean, I get it. Half the conversations ever could take place over linkpearl, and Twelve, do I hate consecutively talking to the same NPC instead of just having the game auto-transport us together and continue the conversation.
Idk. I guess I'm in the other group of players that doesn't understand the hate. Didn't feel any worse than any other point in the game. Seemed to me to just be a natural continuation of the story, the denouement after the climax before tensions build again leading to HW. Because that's how tension cycles work.
I expect to have better context like the rest of the fetch quests in the game. They usually have personal stories involved, or tell you about the land and its history, or about the people that currently live there. Why a settlement exists, what do they eat, what's in the name, what are common issues, etc. Watching Tataru fail at various jobs and picking up the wrong aether crystal for the third time is a waste of time for everyone involved. You just described a significant chunk of all other quests in all other parts of the game. Less fetch quests and more "talk to this person" quests.
I don't mind the 2.x series at all myself, but it's not due to any really interesting quest design, that's for sure. There's a lot of plot that goes on, including stuff setting up future events, alongside quite a bit of character development moments, that I really enjoyed (I find many MMOs rush their character stories to a silly degree and find it distracting).
All that plot relevant stuff makes it trickier to just turn around and make chunks of it optional or removed, though. I do wish they would opt to make the 2.x series an optional block, meant to be done in order if you want, but you can pick up with HW upon defeating Ultima if you want that instead and just have to acknowledge that "thar be spoilers ahead, Cap'n" when moving past the 2.x block (ideally you'd be able to do the 2.x series, in order, at your own leisure if you want the full context of the various story moments).
