It is most definitely 5k, I had a RDM in my static for some of Deltascape and he did 5.1-2k at his best in 340 gear until he swapped to MCH. Current Sigmascape logs are based on current Gear. That should be somewhere around 350 and not 343.
So when ppl get about 5k dps with current gear how should someone get 5k with 7 itemlvl below?
I am talking about some good average dps, not about the absolute maximum possible in a perfect fight with a perfect group and when you get pushed.

In my opinion you are fine if you can hit 4,5k with your gear. More is possible but depends on group composition and on the specific fight (there are fights with more and fights with less downtime that affects dps a lot).
Yeah, people look at maximum, rather than what is average, and what is above average. (When giving "advice" on what DPS they should be doing.)
Most of the time, the best food, raid buffs, and the best potions make a difference. Along with some lucky line ups in RNG.
An example, my average DPS could be 4.3k at i340 in O6S. Use my cheap food (+35 stats) and cheap Mega Potions, my DPS usually goes up 300 points. Im sure with the best food/potions, I could have been 5k at i340 my 1st clear on O6s. (my last clear, with +45 stat food, and 2 HQ mega potions, was 4.9k DPS) So get some good stuff, if you really wanna raise your DPS, and not be cheap like me. (For comparison, a BLM with similar gear/food as me, did 7k DPS in that clear, DRG tied me, and the BRD did 4.6k with slightly better food than me.)
3k is passable for O1S, but not really passable for O2S+
I think you need 3.5k for O2S, and then closer to 4k+ for O3S and on.
Depending on other factors, u might find urself unable to turret during mechanics which is where most of your DPS loss will be.
Swift cast for those moments, and find the absolute maximum amount of time u can sit still, to try and get that last spell off, so you can dual cast while dodging. (in my case, 90% of all mechanics happen AFTER a dual cast, and require a hard cast, and will hit me if i let the cast bar get to 70%, and only 10% of the time will the cast finish, even if i let it get to 70%, and start running. This alone makes my DPS drop, and i use cheaper food/potions)
with no movement, I can do 5k DPS, but in movement heavy fights, my DPS can drop to 4.4k - 4.8k depending. (Usually includes rezzes/cures so idk, and i usually dont use food/pots in practice.)
but this was in i340-i345 gear.
in i340 gear on O4S, i struggled to get 4k DPS, due to all mechanics lining up at absolute horrible times. (always near the end of a GCD for hard casting.)
my group changed our strategy, so i didnt have to move as much, and if i was lucky enough on the hard casts in 1 part of the fight, my DPS would be 4-4.4k
ONCE my procs actually landed decently and i could use my CDs before the boss would jump away, which lead to nearly 4.8k, but we wiped. (actually almost ever clear, was usually an unlucky run for me, but all my good runs, we never clear :P )

Stop coddling. 3k is absolutely not okay(tho tc did die, Rez peeps, and probably isn't very familiar with the fight so this isn't really directed at him, just saying in general.) Enrage for o1s is 19k rdps. If every dps did 3k that's only 12k. Tanks do the tank equivalent of 3k, 2k. Healers, 500. So that's 17k rdps. That won't clear. And it only gets worse enrage for o2 is 21k, 3 is 23.5, 4 is also 23.5ish but more downtime. That's the end of the 340 line. The ones above it are for being in 341-370 gear but 5 is 25k, idk 6 or 8, but 7 it shoots up to 29k so dps need to be at least 5k, tanks at 3.5k-4k and healers at 1.5k.
In a smooth deathless fight 4.5 is a reasonable number to shoot for @ your ilvl TC. You should be able to push almost 5k as you learn the fights and your class and push limit and then go further beyond that if you have a heavy support comp.

Interesting, Ive never seen his max HP before to know whats needed, just going by what I was told back when I was 1st doing it and O2S. So its weird to hear it requires more, since I barly hit 3.7k at the time, and was the highest DPS of our raid group, until we cleared O3S, then I stopped being the highest.

Ok after reading some posts :
About the contribution of stuff and food / pots : Don't get the wrong idea. 1 more ilvl (more main stat) is roughly 0.6 % more DPS, and food + pot alltogether is only 0.6% buff. (source : Mike Matrix tool).
Without any offense (I insist on that I'm just stating not calling out), food + pots won't grant 300 more DPS to someone doing 4300, those differences between runs are to be explained on better raid buff window synchronisation, along with crits/dhits landing on your spikes rather than your fillers.
TL;DR : If 350 RDM are at 5k DPS on O6S (a fight with really good uptime and relatively poor mechanics wise), a 343 RDM should be aiming for only 5% less, so 4700-4800.
O1S and O2S are as "easy" btw.
Second point : If you're not checking you e-penis or wanting to play for the records (best DPS? best kill time, etc...), and you feel bad not having a great DPS, just focus on "what DPS is needed", and not "what DPS is expected by fflogs"
O6S requirements are somewhere like what, 28k rDPS ?
Means if the 2 tanks are doing 7k together, and heals 3k together, it leaves 18k on DPS to be dealt with, 4.5K each. Someone not doing 4k5 at i345, doesn't mean he can't clear it, but it surely means he's being carried into the kill by his teammates compensating the lesser participation. But if you're above 4k5 ? You're helping the team. So aiming for those 4k5 would be fine (but of course aim for the highest possible, what I mean is ignore pesky people if you at least do your part of the job ; only listen to advice, not trashtalk).

im not sure if this is the place to ask. but does anyone know whats the current BiS for RDM? we're currently in Sigmascape v3.0 (Savage) and im still relying to Sigmascape Normal Gears.
RDM still focuses in DH > CRT > DET and 1k SPS?
