Latency/Packet Loss Issues [Chaos Datacenter]

For most it is definitely pathing issues to be honest, and it always seems to stem for most before any level3.net hops. As per picture. That is some serious Packet Loss on my side, which causes 90k's at the most annoying times when latency hits high along with that packet loss.

EDIT: I used the following IP addy also - 195.82.50.9 , and there is a nasty like clockwork packet loss going on the same subnet

Every single minute, that is not good.
