After monitoring the network for an hour or so, Ive been seeing huge packet loss on the link that passes data from telia to the telia link that hands over to KDDI (Who own the data center where Chaos Sits).
But, I'm also seeing Packet Loss on the link from Telia to KDDI, AND, im seeing losses from Within the 195.82.50.XXX Range, which is currently Leased to KDDI's Frankfurt Data Center.
I Captured this Info while running Crystal Tower so i could see packet flow, you can see the 0.4% loss as my Network Hardware trys to correct for the issue.

I've been running few more tests for last 24 hours.
First of all: amount of a lost packets is lower during night time. I sent 3000 packets appx. at 03:00 A.M. GMT today and there were 18 lost packets. Less than a 1%, contrary to usual 4-10% during daytime/evening (If my Trace Routes are still needed, there are 3 of them in this thread above, tested on 2 different PCs and with 2 different ISPs).
Secondly, I've done some testing sending packets to NA and JP Datacenters. Here are the results:
EU Chaos DC: Packets: Sent = 3000, Received = 2822, Lost = 178;
NA Aether DC: Packets: Sent = 3000, Received = 3000, Lost = 0;
JP Gaia DC: Packets: Sent = 3000, Received = 2999, Lost = 1.

The trace routes have been very helpful in pinpointing where the issues might lie. I will ask for your patience as we continue to collect information.
Unfortunately, it does not prove which end the issue stems from, only that there is something interfering with the connection. We asked for trace routes so we may have a better idea of where this interruption comes from. Thank you for providing one.

These tests where done on the 15th of febuary, capture window was between 13:00 GMT and 14:00 GMT
