To everyone complaining: You are not being ignored, and the solution is not to just open the wards back up. The devs are being put into a situation where they are damned if they do and damned if they don't, so let me address this simply:
Yes there are available wards, that doesn't mean that the restrictions should be removed. If they open the floodgates again, then we are back to square one and we will have another 4.1 shirogane disaster. The devs said they are actively monitoring the situation and are putting in plans based on observation, this means being careful and not making rash decisions (finally). Closing and limiting housing allows them the opportunity to refine and revamp the system freely, without the congestion of an open market, and housing can begin to be fixed over time for good.
Please be patient, and please let the devs fix housing for good, that is what the moratorium is for. If we keep complaining then nothing will get fixed.
Complaining brought back the much-needed Sustain spell for Summoners when it was removed at the start of SB. Complaining gave tanks a much-needed tweak to their accessories to have strength on them after they had been switched from VIT to STR for damage. Complaining gave Scholars some love via buffs to Succor and gave them Miasma II back. Complaining might not seem like it doesn't do anything, but there are a lot more examples where complaining here to the devs actually manages to fix things.
As for being patient, if there really was going to be a fix, don't you think they would've been able to, oh idk, give us some sort of idea what it is other than the "piss off the vast majority of the playerbase" strategy?
At least the small servers still have houses, on the larger ones we've got slim pickings and 100's waiting.
Remember though, the NA version of SE only has translators at best, since a majority of the feedback is taken on the Japanese forums since its their game to begin w/ so we're more of the "when we have some free time we'll take a look at the complaints" group. Would be nice if there was a team more dedicated to this size, I'm sure we're just as large. Not saying they don't either as time to time someone does comment on the forum that some feedback is collected but its usually when threads hit around 100 pages.

This is kinda what I was talking about. The devs WILL give you an idea of the solution when the solution has been worked out, they have already said as much (live letter XLI). Opening up the plots is a huge thing, and it wipes out any progress that has already been made, and is something that needs to be carefully considered.
Oh, and players complaining was the reason that FC and individual housing were put together in the first place, so I would reconsider the difference between appeasing annoyed players and carefully considering legitimate feedback.
The moratorium should've been a day, tops. More realistically, half a day.
So in other words, even you admit that they haven't figured out what to do, and they've basically completed phase one without having any blueprint for what's afterward.
That's not the fault of the players, especially in that regard for a legitimate complaint over not having some sort of personal housing established in the game at that time. This is all on the dev team for keeping players in the dark on matters like these, meaning that for all we know, there may still not be a plan for housing yet.
They made their bed when they established the housing moratorium. They should be ones to sleep in it, but instead it's the customers being forced to.
