This is probably why. My post was talking about EX primals though since the OP is queued for Byakko EX.
Notice Byakko EX doesn't have this restriction.
Not sure what you mean by that but here: https://www.youtube.com/watch?v=NMoHWtM-Suo My girlfriend was recording so I asked her to upload it.
I was more of replying to this post:
If lb isn't affected then for byakko EX it doesn't matter, but I was really contesting that you were saying that RF never stacks more than 1 job. It's true for savage raids since it actually does have specific restrictions, but it doesn't seem to apply to EX primals.
My original point is that if for whatever reason the player base comes up with a strategy that is harder to do in RF then the chance of them using it goes down. Does not mean no one is going to use it, it just might affect participation. Just like 1 tank Zurvan EX is harder to do since it always puts in 2 tanks. It is not the only reason people might not use RF but can be one of many.

Generally why I used raid finders. I've had a ton of good results from raid finder groups as far back as Sophia ex. where I honestly think 75% of my clears where done in raid finder groups jump in and go. no need to commit to massive farm sessions.
Even got my zurvan ex clear in raid finder using 2 tanks and a few extra totems. the funny thing there was there were so many farm parties because they all wanted one tank so every tank was pretty much creating there own pf group. so it actually got to a point raid finder was better. because when you have 10-15 parties in party finder none of them are going to fill fast so it was actually quicker to use raid finder. one evening a friend and I had gone in 5 times got 4 clears and couple of folks in our ls were still standing around waiting for there pf group to fill.
then in 4.0 raid finder was great for jumping in a quick susano / Lakshmi run when you had a few minutes to kill or just didn't fancy spending hours grinding it... got most of my susano / laksmi stuff from there even my susano mount was a raid finder drop.
Once you've cleared the fight the raid finder can be a pretty great tool if you just want to hop in and grab a quick win or 2 without having to commit to a all night farm or anything such..
the big problems with it though are:
a: for learning / clears the options don't wont. as I mentioned earlier in the thread. a player who has never entered the fight can choose duty completion in the raid finder... when they should only be allowed to choose practice.. this results in a lot of peoples time being wasted by people joining the wrong parties. no different from pf groups really. People say its on the party leader to kick those people out. but the problem there is by then its to late you've already wiped a couple of times and basically already wasted 7 peoples time. need to be able to filter those players out before time is wasted. I think if the options actually worked more people would use it
B: the general impatience of the player base everything must be now! if you join a farm party, people expect you to stay for several hours or commit the entire night. especially for mount farms. "stay till everyone has there mount" or some other crazy expectation. in a way its the same thing you saw with potd. players making party finder groups expecting to go from floor 51-200 in a single session and then complaining because players weren't interested in joining.
if players were more patient and willing to split things up a bit probably find a lot more willing people. but then that means relying on someone to come back the next day and we live in a time where no one really commits to everything cos its all superficial
also kinda seen in new content. if you were just 1 day late on the patch and trying to queue into even sigma normal you'd have people trying to ram the strategy down your throats because they're theyre for there drop not to help someone clear....
