it doesnt generate aggro and it does low damage. i rather use flash for mobs because as tank, enmity is my priority.

It's an AOE. One of your only 2 that do damage. You'll use it more for large pulls, particularly in 50/60/70 dungeons with SoC and whatever your dps are using.
In a nutshell, it is your better / best way to do damage when fighting 3+ / 4+ enemies since the total damage output you can do is 110pot x number of enemies. None of your attacks can do more in total against mob groups so its better GCDs spent for doing AOE damage than attacking individually.
That said if one of the mobs is particularly low, it can't hurt to do single-target damage on it to finish it off.
Its designed as an AoE damage skill. Best used on 4 or more enemies.
I see, as dps i do tend to see tank grab a lot of mobs in one go like in the vault for example
Maybe because iam still at 46 so i dont have soc yet, so everytime i grab 3 or more enemy i just either spam flash or do halone combo one by one

Pre-50 just use flash and cycle rage of halone combo on groups.
After 50 you can flash + Circle of Scorn then use Total eclipse on groups (and flash some more to keep them blinded and the enmity high). Also good to pop a cooldown (rampart, sentinel or bulwark) to help your healer if you have a large group.
After 50, rage of halone really is only used on bosses.
later on you'll get holy spirit, which does high single target damage, so you'll need to make sure the number of enemies you're fighting will make eclipse out damage holy spirit.
(Of course you need threat 1st, and once u have it, THEN switch to DPS)

The damage on Total Eclipse is fine when you pair it with FoF during large pulls, and especially more so when you know what you're doing and turn off shield oath during large pulls.
I'm a big fan of a pre-meditated hallowed ground at the start of particularly large pulls. It's at that point where I'll turn off shield oath with FoF active and spam TE, assuming I flashed once or twice and SoC'd in ShO beforehand. Just before HG ends, I'll pop sentinel with anticipation and/or awareness to stay out of shield oath further.
Point being, TE is a wonderful tool to help speed a dungeon up during big pulls, instead of being a useless aggro punching bag a la 3.0 dungeon PLD.
