It honestly doesn't take much time, doing a few runs a day, you're bound to get all the drops you need to get it. Now if you want it dyeable, then I can see a potential reason to complain, as not everyone can do Savage. Maybe we could get a crafted all classes variant? But as it is, your only option is Deltascape.

If you don't mind it not being dyeable, you can get the normal mode Deltascape stuff pretty easily these days. Party Finder groups can do it without much hassle.
normal mode drops the same stuff and its not "gated"
Have you tried the Legacy Warrior Mail with one of the old Heavensturn (New Year's) kabuto helmets? Together that gives a very effective SAM look (it's what I've used for my SAM glamour with Iroha's gear for hands legs and feet - I would post screenshots but I lost my hosted screenshots when Photobucket turned recalcitrant and I haven't found a suitable replacement). This is all special event gear though so if you missed those events you will have to buy them on the Mogstation. But they're well worth it.![]()
The savage version is dyable. That being said, there is hope for some XI-esque Samurai armor.
Byakko spoilers below, buuut...
Tenzen shows up wearing the exact same set of armor he wears in FFXI. So, the model exists in XIV now. It's just a matter of letting SE know how much we want to see it in-game for ourselves.
For my Samurai I like to use the Amatsu armor set as glamour. Was handed out during last November's FFXI crossover event. Dunno how traditional it is, but I like it.
