Adding a new group of owners(All owner account characters) on top of the tenant group for one house would put extra strain on their super fragile servers. They have to add new changes to their servers every patch while at the same time try to not add any unnecessary strain to it.
So just don't make alts take up a tenant slot and tie that house's ownership to the account? Why anyone would be against this I can't really fathom.
