Regarding SS vs Crit, I'll just give you a small explaination so you can also have some gut feelings for any other jobs.
SS reduces both casting and recast time of skills/spells (the one which trigger the 2.5sec gcd) but don't for the abilities (anything that has a cd or is triggered like the Dragon Dive thingy)
On DRG, you have a lot of small cooldown that do not benefit from SS. All your jump, Geirskogul, Mirage Dive, Nastrond are all skills that won't benefit from SS and unfortunately they are a big part of your dps. So any SS you have is a wasted state on these skills, you could have 100000 SS, these skills would do the same damage as if you had 0 because your Jump cd stays the same and your SS doesn't increase it's dmg. Which is why
If you play something like BLM whose damage is 100% based on GCD (even Thundercloud is affected since it reduces the recast time and increase the DoT dmg), SS is good because it boosts 100% of your dmg. (Foul doesn't benefit too much from it since it always triggers on a 30sec basis)DH > Crit > Det >>>>>>>> SS?
So your second question is what will really matter, at which point Crit > DH
As far as I can remember it was in fact around 2k but don't take my word for it and wait for an experienced DRG that could possibly link some reliable source.

In tier 1 the magic number was at 3,500 combined DH and Crit then Crit was king, I don't know if that has changed with Sigma or not
I'd recommend swapping Crit and Direct Hit around. You want to prioritize Critical Hit>Direct Hit>Determination>Skill Speed for your DRG build.
The skill speed aspect is highly dependent on latency and keeping within particular GCD thresholds (2.44 and 2.43 GCD rotations are more optimal in a raid environment.)
2.43 GCD = 782-848 skill speed
2.44 GCD = 715-781 skill speed
In terms of your second question, it was stated that ~2500 Critical Hit was the threshold where it will out-scale other sub-stats. Regardless of this, the amount of times your abilities crit depend on RNG and group synergy (SCH's usage of Chain Stratagem, AST's Spear Card, BRD's Wanderer's Minuet/Army's Paeon)
Critical Hit takes priority over everything, followed by Direct hit and Determination. Skill Speed is in a separate category since it's basically a stat you want to get to a certain value then never touch it again. Presently, DRG BiS is one of the following:

If you have high latency, you may need to increase Skill Speed to accommodate. Personally, I'll be testing out the second due to how much downtime this tier has.
