Don't you think maybe someone picked a plot because it was pick it or have nothing? and your telling THEM it is unfair to move? sorry with the extra cost with moving they should get priority. Giving current owners a priority. of moving DOES NOT EFFECT new buyers. A plot opens up for them to buy if they wish.

    How is current owners being able to relocate a problem outside to entitlement?
