It's because 4 is the required minimum to perform Workshop activities. If your FC doesn't have that many members then you buying a FC house isn't exactly buying a FC house.
To be fair, you had a week to do something about it. You could of asked the favor of 3 friends if they would let your invite them into your FC temporarily so that you could purchase a house.
The whole purpose of 4 members was to limit the exploit of say Player's A-C all don't have a FC house so they each help each other with a FC then proceed to leave and have their own FC. Now all 4 can get a FC house because there is no 4 member limit, however since there is a 4 member limit only 1/4 would be able to get the FC house.
FCs require four people when they are found; the founder and three petitioners.

For one it makes it harder for people flipping houses as part of their plan. I'm a solo FC myself once the FC is formed and house purchased they can quit FC. You don't have to keep them after.
Is this a serious post? Assuming that it is, a single player shouldn't be able to get what a full FC (with a minimum of 4 players) needs in the current system. Now with this post, you likely just attracted attention to yourself and probably put more of a highlight on players who thought they could get around current restrictions doing the exact same thing. First off, how would you get to enjoy all the benefits of an FC with just two members right now when, currently, even if you did have a house, you would not be able to complete any crafting projects? We'll be able to buy individual houses just soon...just be patient like a good chunk of us are.
You can purchase the necessary components for airships and submarines via the marketboard. You just can't craft them yourself without 3 people (they don't have to be in your FC) being in the party inside the workshop with you.
As for the OP: Just invite a throwaway alt from a friend into the FC, give that alt invitation permissions, and then have them invite 2 throwaway alts on your own account. Buy a house, boot the alts, buy your airship/submarine stuff, and there ya go.
You obviously don't understand housing projects for one. They do not need to be FC members anyone can do it as long as it's a party of 4 and in workshop, for exploration mission needs to be min 2 in party. First off one man FC you get more space, more garden usage, FC buffs, gathering from airship and submarines, I own a large FC so lets see 4 airships ( yes maxed out ) gathering for me, 3 gardens so 24 planting plots, submarine hmmm yeah it really has no value to us single players >.>. If FC were actually interested in helping their members their really would not be any reason for solo FC. There are some decent FC's out there however it is Not our fault if we think outside the box. Also don't forget about grandfather FC's and housing...which I'm sure you probably have no idea on how they would work.Is this a serious post? My comments centered on the OP's suggestion that a solo-person FC should be able to gain the full benefits as a ready to go FC. Also, that's a huge generalization of FCs...there are plenty of FCs out there who do take the time to help their members.

Yeah I was adding that to my statement in terms of some Decent FC's. However it varies by server Balmung -.- enough said. When I started I went through 12 FC's each worse than the last, Promises to help to recruit, untill I said EF it. Most made fun of me when I let them know I was leaving....now my only condolence for that is that my FC is way more profitable than theirs. In fact people who don't have an FC I actually let them use it or rent out airships and gardens for them to use until they find a place of their own or want to leave. If they ask for help I help ( and keep in mind I'm a SOLO FC ) All I ask is for no Drama. Funny how people can accomplish many things solo and help more than those who have many members and still are placed as last in their priorities.

Pretty sure SE restricted it to FCs with 4 people because they wanted to limit the housing rush in the same way we now prevent alts from owning houses. Basically they wanted homeless fcs to have a chance and not have the new wards bought out before the login boss and load screen boss let them in.
It'll probably open up again next week for individuals. Who knows about solo player fcs though, they may keep that for the same reasons alts can't get a house of their own anymore.
