Adding housing after a Maint. Why?

I'm very upset and confused. Wasn't their reasoning for adding housing a week later so that people would not be stuck in bottleneck again? So that we may actually have a chance at buying this time? If so why add a Maint beforehand? That defeats the purpose.
For us Americans trying to get housing it's annoying enough to have to be up at 2am. I had a glimmer of hope I was going to be able to relocate and upgrade my FC house. Now I'm not even sure I want to try. When you added shirogane I was all set. Money in hand I had been practicing getting to the house I wanted as fast as I could only to be stuck in a 30 min long que. there was nothing left when I got in. Please, don't do this to us again. Add housing later if you have to. Super fed up with this.

The maintenance is to add housing. As far as I know they can't just flip a switch and enable it like they do holiday events. They have to take the servers offline for maintenance to do so.

Why bother adding it a week later then? They could have just added it last Tuesday? Same rush. Same bottleneck. Same issue of people not being able to get houses.

Believe it or not, not everyone is rushing to a house.
There'd be less traffic for houses than there would be for houses + story and other content.

It's to separate the people excited to log on instantly to access content versus people doing so to get a house.

You have to remember that housing this round is also starting an hour after the servers go live to give people a chance to get in.

I think the intent was to ensure everyone had the patch downloaded and had time to troubleshoot vs last time when some people were still stuck trying to download a patch that was slow to download and constantly cutting out/failing for some people when the servers went live. Hopefully the hotfix being applied won't have a download or even something small might cause another hiccup.

Most peopl download the patch when it goes live. An hour or so before servers go up. That's not where the bottleneck comes from.

Fresh purchases are fc only, but anyone currently with a house can relocate to an open plot.
