I would like to believe that if this really was true, they wouldn't have left it out in the live letter translation, or in the maintenance. Like others have said, It's probably still a good idea to be ready to log in asap when the servers open up.
I'd hope they'd have learned from the log-in server crashing with every previous housing release that opening up the new wards immediately just makes getting a house even more of a crapshoot then then it already is, since you're having to contend with connection issues on top of actually getting to a desired house before someone else.
I'll be much less annoyed about missing a house upgrade this time around if I can actually log in before everything is gone this time around.

You're not competing with every other player trying to get in for every other bit of new content. You'll still have players just generally wanting in to play (or wanting to be first on reset day or whatever). But the fight to stay logged in should be considerably lessened, in theory.
It took 30 min in queue on Hyperion? When? I've never had a queue that bad here. And I always get up early for every single stupid patch.
edit: When I logged in this morning I was 35 in queue, relocated a house, was confused by how long it was taking and how it wanted me to build my estate (my reaction being - lol, what? it's supposed to just move), logged out hoping that would fix whatever problem was going on, then logged back in to being just over 300 in queue, took 5-10 from first log in until I was back in the game a second time.
