So yeah, this issue has to be with language settings(possibly complimented by off hours status). Arcarius, did you intentionally create a character on a Japanese data center rather a North American or European one? If yes, make sure you have japanese selected as a language for matching purposes(many/most people wont care if you cant actually communicate).
