I've run into this problem occasionally, and have yet to find a trick that consistently resolves it. Sometimes DNS changes work; sometimes I need to use my VPN service; sometimes the error doesn't happen at all (I re-downloaded FFXIV on my laptop recently, as an example, and had no issues with the default DNS; my friend with the same ISP ultimately had to use a VPN a few months ago).

None of this would be an issue if SE would simply offer the relevant files for direct download, albeit at a slower rate, for anyone having trouble. It's not like it's particularly difficult to do in this day and age.
