How to glamour items?

I unlocked the glamour system and I have prisms, but whenever I try to glamour anything it says "cannot execute at this time". Both of the items are projectable.

Can't do it in an inn room, or similar places with those restrictions. (Why did the devs make it this way? I have no idea).

Also make sure you don't have the marketboard open, or retainer windows, or any NPC shop screen/chat dialogue.

Even more of a pain since the new glamour dresser requires you to be there to use it...

Yea, that's why I was in there because I thought I had to use that dresser. And thanks!

Yeah, the dresser allows you to convert an item into a glamour that can be freely added to items whenever you're in a town or inn, but it permanently removes the item in the process (you can never wear it normally again). The glamour command doesn't consume the item, but costs a prism every time you do it and can't be done in inns. It's kinda weird.
