I thought this was obviously what happened actually. I've been talking with some FC mates after that post credits scene (it was 4.0 btw, and it was a white cloaked individual) and we all came to the same conclusion. Spoilers, obviously. Elidibus took off his mask and the emperor recognized his (transformed) face and understood what his plan was. There's not many people he could have taken the appearance of that both us and the emperor would have recognized that had recently disappeared, and only one whose reappearance could have a meaningful impact.

After all, you don't just recover from cutting your own throat open. Giving people living proof that the fantastic victory boasted by the resistance was actually a lie, on the other hand, is going to have catastrophic effects on morale. People of Garlemald will feel reinvigorated and probably even members of the resistance who didn't witness the fight go down will start to wonder if what they conquered with many sacrifices wasn't a false victory after all.
