I am pleased to advise that thanks to the guides here and elsewhere, I have four submarines busily running around. Ive hit the Sea of Ash map set, looking good.

One question: the guides dont say much about how much Favor stat counts. Can i get a brief response..or is that just RNG at work?

Favor is fairly reliable for loot double dip in submarines if you hit the recommended amount for the sector. If I miss a double dip, it's usually because the sub is coming back with one or more parts at 0 Durability.

I wouldn't worry too much about Favor while leveling your fleet. Better to invest in a comfortable combination of speed and range so you can hit more sectors or return quicker each trip to gain experience faster.

No need to repair them after every voyage. That gets really expensive.

I'll wait until they're in the 15-20% range. Sometimes I misjudge when they'll hit 0 from a voyage.
