Does using all HQ mats guarantee a proc to use fewer mats on next phase, or does it only increase the chance of getting one?

HQ mats have an increased chance of filling the Construction Quality rating (top right of the Material Delivery window). Getting near or meeting 100/100 increases the chance of proccing an Excellent or Outstanding Progress, but it's not guaranteed. My suggestion is to not worry about it because you'll spend more time and effort in achieving HQ mats than the amount of value you could have gotten back. If you do intend to try for it, then attempt to turn in HQ mats for phases prior to expensive turn-ins to save yourself on Darksteel Ingots, Kamacite, Cryptomeria Lumber, and Pure Titanium Plates.

Can someone else confirm if 160 favor is enough for the sharksucker minion?

160 Surveillance is enough for the Sharksucker-Class Insubmersible Minion.
