is that frame a part that makes up a sub? or do you have make something else from the company craft workshop to use it?

The later.
You trade a ship or sub part for a frame. That frame is not itself a ship/sub part, but a fabrication material. You then use the frame and several other crafting mats to fabricate a new ship/sub part in your workshop. (The new part you make using the frame will have better stats than the initial part you traded in for the frame.)
