So I need to have at least 1 set of spare parts first. And do the frame parts have better stats than the normal ones? or are they only used as mats for the new sub parts?

The frames are an ingredient, unable to fit on a sub. You can dismantle your sub and lose its rank, otherwise yes, you need a spare set of sub parts.
