Surveillance affects the rarity of the item you're collecting - there are different thresholds for the type of items a certain rating will bring (common, uncommon, rare, etc) - this is the stat you want to prioritize if you're looking for otters or like colossus slabs, kamacite.

Retreival just affects the amount of items you're bringing back.

Thanks for clarifying. Is there a guide how much surveillance I need for certain items?
