After nearly a month of data collecting, here's the info I have on the dreaded "CSCFIFFE" ("Current sub condition found insufficient for further exploration") message we sometimes get on our second anomaly. All this data was taken from trips straight to DSS7 and back. Raw data is up on my Google sheet.

The takeaway here seems to be that the chance of getting CSCFIFFE on the second anomaly of Deep Sea Site 7 is a FLAT 40% NO MATTER WHAT YOU DO. Thanks for nothing, Square.
Looking at just the return on Abroader Otters, my subs found a total of 454 anomalies, of which 92 were CSCFIFFE on the second try. That means my subs got 362 chances to roll on otters, of which 7 were successful, for an overall drop chance of 2% per anomaly. I got 50 "Clear & Calm" weather results on the first anomaly (22%), and 21 "Clear and Calm" on the second anomaly (9%), for a total of 71 "Clear & Calm" results on all attempts (16% of total.) Of the 50 Clear & Calm results on the first anomaly, six produced otters, for a drop rate of 12%, and for the 21 Clear & Calm on the second anomaly, 1 produced an otter, a 5% drop rate. The overall drop rate from all Clear & Calm weathers was 10%.
Overall conclusion: the drop rate on Abroader Otters is terrible and there's not much we can do about it.
There's only one more thing I'm considering checking but it's probably a wild goose chase. I was wondering if the flat 40% rate is locked to some specific ship part. All my three test builds had Coel Hulls and Coel Bridges. I did a quick search on the sub builder tool and there's only one build with the necessary minimum stats (Surv. 145 and Favor 105) that doesn't use these two parts, and it's the UUUY build. I'm considering converting a couple subs to UUUY and/or CUUY just to see if there's ANYTHING that can be done to make that flat 40% failure rate budge, but I don't have very high hopes.
