That's certainly one way to think about it, and since so far it looks completely random (or based on some stat we can't affect*) it might as well be. But I think the game is rolling for success mining that second node before it even considers weather since we don't get a weather notice at all if we get CSCFIFFE. From our point of view, though, it might as well be weather!!

*I suggest that it's based on some stat for the sector that we can't directly see or affect because on my first set of runs (the ones where I was going to three sectors per trip) the percentages of CSCFIFFE results for Sunken Vault and Wreck of Discovery I were substantially lower than that for DSS7, which makes me think there's a hidden "difficulty" rating for each sector, perhaps based on surveillance. But it's NOT the star rating (which would make sense!) because Sunken Vault is also a 5-star sector so if CSCFIFFE is based on star ratings it should have the same miss chance at DSS7 and the data says otherwise.

I suggest that this hidden "difficulty" rating might be based on surveillance because in my data there might be a slight reduction in CSCFIFFE based on Surveillance rating, but if it exists it's a very small effect, and there's still a LOT of CSCFIFFE happening with my highest-surveillance sub (CUUC, 170 surveillance), and the absolute highest surveillance you can get with 105+ Favor is 175. The CUCY build has stats of 175 Surv/20 Ret/40 Speed/140 Range/110 Favor but I haven't built any because it just doesn't seem worth it for a possible very minor reduction in CSCFIFFE over the CUUC subs I already have.

Honestly right now it feels like that CSCFIFFE chance is deliberately engineered to keep the Abroader Otters scarce, which is irritating.
