I was kind of feeling the same thing about surv/ret possibly both affecting your ability to retrieve certain rare items like the otter. But people have been getting them (rarely) with ret. as low as 40. So it's hard to say whether ret is affecting retrieval rates or if the otter just has crazy high rng. with the stats available to us.

The question I was posing was whether the Retrieval stat needed to equal or surpass the minimum Surveillance requirement in order to proc an Optimal collection. In the case of the Abroader Otter, I'm guessing that would require something like 140 Retrieval which, as posted with the fits before, is not possible in an efficient manner.

Have you tried out any of the builds you posted yet? The range and speed on them is quite low. How long does it take to make the trip to Deep Sea 7?

I haven't tried any of those builds yet nor will I probably do so. It was more of a theorycraft exploring whether said idea was possible.

Also, if you don't mind elaborating about what info didn't get updated I'd be interested in hearing. I agree that the OPs for these posts, somewhat understandably, get side tracked by other things and seem to just abandon the threads . . .

I'm mostly just bemoaning the idea that the mechanics revolving around ships stats and ship fittings are unlikely to be updated. It's normal considering that content hasn't been relevant in over 2 years, all things considered.
