We've speculated in this thread that the minimum requirement for the item is around 135 Surveillance (at least, it has been the most consistent so far). The drop rate is on the rarer side, but having either a faster boat or a hauling boat to hit the zones usually yields more drops over time. Like I mentioned above, a shiptype that I might suggest looking into would be a CWWC ship due to their tendency to explore two anomalies per zone during their 3 day, 11 hour voyages.
