Going to do some further testing whether that's RNG or if that means the surveillance is too low for the Abroader Otter. Current relevant stat spread I'm using is 150 Surveillance, 65 Retrieval, and 140 Favor.

"submersible surveillance levels unaffected" means surveillance is enough for this sector. Rest of stuff means you didn't get good RNG

I am pretty sure that "Submersible condition" is referring to a broken part on the sub that needs to be repaired. I have had the same thing on my missions and it was the result of one part needing repair. I always try to never let them go below about 20%
