The Colossus Slab requirement can't be too high as Neolith Island is only a two star location and has been available since pretty early in Stormblood, when only a few ship parts were available. As for the coinage, I've heard that people aren't farming it because the item it makes, Bag of Booty, is pretty small and not very much in demand for housing, so it doesn't move even when it is available.
