I've never farmed for this item, but the minimum Surveillance for the Crystal Boules appears to be 155, so try boosting that stat I would say.

I was actually mistaken. The sub had 155 Surv, 140 favor. Three of my subs have 155, one has 150 Surv. Guess I've just been really unlucky or the requirement for the Coinage is even higher. I wonder if it is, just based on the fact that I never ever even see the Coinage on sale on my server. Any idea on the surv required for Colossus Slab? Surely not over 155, but I wonder if it's under 155?
