I didn't take note of the level up bonus, but I have two submersibles at level 71, both have total bonus of: 23 surveillance, 29 retrieval, 15 speed, 20 range and 15 favor.

That's the info I'll be typing into the route finder sheet, so it saves me a step.

Do you have screenshots of the voyage logs? I'm really interested in them, as they may help determine breakpoints for surveillance.

As much as I want to dive into this, I still cannot get Cocobolo lumber, even with a surveillance of 186, from s. zozonan or the wreckage of the windwaker. Everything I can find says I only need 160. Is there more to the trick?

The lowest surveillance to obtain cocobolo lumber is 145 (Sea of Ash 1). So your surveillance is high enough. Your Favor should be minimum 145 (or 175 if you go for sector 40+) to increase drop chance, becuase it gives a chance to douple dip the sectors.
There are not much else to do but pray to RNGesus. The drop rate is around 8-10% if I remember correctly so it takes a while.
