The second submarine is unlocked from Unidentified Derelict (Sector 10), the third from The Wreckage of Discovery I (Sector 15) and the fourth from Purgatory (Sector 20)

Right. I thought so but I still have not unlocked the Unidentified Derelict. I have been trying for weeks and my submarine is currently level 36. Is it unlocked from Deep Site 3 as the graphic says or am I just massively unlucky?

That's the right sector from the info we have when initially mapping the drops/unlocks for those sectors. You're likely just getting the short end of the stick with rng.

It also depends on which sub parts you're running with. If you're still using the basic Shark parts then you won't necessarily have the surveillance to find the locations/unlock the next subs. Crafting just the Unkiu Stern can make a HUGE difference. I hope this helps some.

ETA: Ultimately it all comes down to RNGeezus' whims, but having the better stats at least puts you in the range of 'possible chance at'.

My sub has full Unkiu parts since it got leveled enough to use them. I'm not thrilled to make the new parts just to unlock the second submarine, but this is a joke right now. It came back empty-handed, again. Doesn't the Derelict unlock other important sectors too?

Unk is enough to unlock all the zones. You might have better luck with more surveillance but it is just down to RNG. I took me 2 weeks to find one of the zones. It can be very annoying.
