I'm not the first one to report getting the minion with this build in this thread.
HQ mats have an increased chance of filling the Construction Quality rating (top right of the Material Delivery window). Getting near or meeting 100/100 increases the chance of proccing an Excellent or Outstanding Progress, but it's not guaranteed. My suggestion is to not worry about it because you'll spend more time and effort in achieving HQ mats than the amount of value you could have gotten back. If you do intend to try for it, then attempt to turn in HQ mats for phases prior to expensive turn-ins to save yourself on Darksteel Ingots, Kamacite, Cryptomeria Lumber, and Pure Titanium Plates.
160 Surveillance is enough for the Sharksucker-Class Insubmersible Minion.

I also brought an insubmersible minion back this weekend with a Cossack (CUSyC)
Everyone In your opinion Would it help if a petition thread on the Japanese forums to remove light party restrictions from the workshop was made?

I would switch sides to Zodiark if it helps to remove the light parts restrictions from the workshop
There has been a thread here since 2015 and getting bumps every year to remember the devs of this issue ... http://forum.square-enix.com/ffxiv/t...etting-tedious
... but so far we have been 100% ignored it seems. So I support ANYTHING to remind them of what truly makes the workshop so problematic and underused, and how pointless and punishing for smaller FCs the light party requirement is.
Non-native speaker of English so forgive any butchering of grammar or vocabulary you may find in my posts.

The light party requirement isn't necessary per se, but there needs to be something to serve as a severe obstacle to "solo" FCs reaping the benefits meant for actual FCs. My own FC is also pretty small and we don't really have issues meeting it. We just coordinate in Discord.I would switch sides to Zodiark if it helps to remove the light parts restrictions from the workshop

Then you are lucky, but honestly if a feature in the game requires us to coordinate with outside tools it is already questionable. And in smaller FCs where some members more frequently also unsub for a while (which is not an uncommon thing) ... good luck, you will need it.
I'm not averse to SOME restrictions, but having people afk in the workshop in their valuable play time they pay for with their subs is just BAD design. As is punishing smaller FCs with this specific 4-man restriction.
And honestly... what would be so HORRIBLE about solo/tiny FCs also getting airships and the like without having to drag friends into their workshop for afking? Let them, if that's their cup of tea. The massive amount of mats required, generating FC credits for this etc. is/can be already challenging enough, esp. for solo/small FCs.
