Does using all HQ mats guarantee a proc to use fewer mats on next phase, or does it only increase the chance of getting one?

How many sharksucker minions are people finding? I found two in like 3-4 missions that included the south trench, so I'm unsure if that's luck or if they're much more common than previous minions. I'll get a better idea as more missions come back, but I'm not terribly patient either.

I haven’t found any and been there at least 6 times with my four subs. I’ve always had poor luck though on finding minions. What build are you using?
