Since all the Surv/Ret/Spd/Rng are fixed to total 105 on the new parts, but the favor can vary and is unrestricted, it makes sense to only pick parts that have higher favor, all else being equal. As such, two builds stand out (stats listed omit rank bonuses):

If you add up the Surveillance, Retrieval, Speed, and Range stats for each of the new sub parts, it will equal 105 points. However, the Favor stat is unrestricted by this limitation, i.e., some parts have more favor, some less, such that the sum total amount of stats on each part are different if you include Favor. Therefore, it makes sense to prefer parts that have a lot of favor since that would make your sub's overall stat total better.

The Material Supplier in the housing districts (not the one you can add to the FC house). There's a separate menu option for the parts exchange.

Two questions, i have 4 level 50 ships, well higher now.
How can i exchange my parts if i cant remove them off of the ships?
What is the purpose of exchanging them?
Do i need to craft more stuff upon removal?

I dont know what info i should be looking for.
