Fey Wind currently provides a ~1.5% dps increase for the group if kept on cooldown an entire fight. The proposed change would increase that to 5%, just for the scholar showing up and having Selene out. It's more than triple the spell's current effectiveness.

You want SCH to increase the speed of their party by 5% just by virtue of them having Selene out. So any team that has a SCH would have 5% more speed... for free...
And that's not even taking into consideration that Selene would further grant more DPS by your suggested Silent Dusk change.
Who would even use Eos with your changes. Your Whispering Dawn change is ridiculous too, but more DPS FOR FREE would trump anything Eos could bring.

When people don't know anything about balancing or even how the game actually runs they really should stop "suggesting" ridiculous thing.

I could get behind some changes to Sacred Soil to make more useable strategically. It’s one of those weird abilities that either very useful or worthless, depending on damage values, party size, amount mitigated compared to the healing from Indomitability.
That said, I agree that the other changes seem a bit much. Silent Dusk could do with a different effect, but I don’t think increasing Scholar’s already high AoE damage is the way to go about this (for sake of balance if nothing else)
I see thanks for your constructive feedback and time.I could get behind some changes to Sacred Soil to make more useable strategically. I'm glad I wasn't the only one thinking this was troll as heck.

All this read was " I play scholar buff me "
Scholar is fine where it is at.
Hmm wouldnt this version make Selene more viable in comparison to eos? Like i never had a reason to use selene so now more reason use selene depending on if i want that 5% boost or eos with whispering dawn. No, I'm telling you to maybe learn what skills do before you propose changes. A 5% passive damage buff, up all the time, on the entire party is completely absurd (as was making Whispering Dawn active almost constantly, although I suspect Selene would be a lot more popular in this version). Making Synastry permanent (from the other thread) is completely absurd. If your goal is to obliterate any semblance of balance among healers and bring us back to "every group is SCH/AST", those changes are how you'd do it.
What problem are you trying to solve here?
I agree with you the whispering dawn suggestion is not a good idea since eos doesnt need any changes.
I guess i have more reason to use selene now by LOSING ALL healing and healing buffs such as whispering dawn , fey covenant and fey illumination TRADING them for damage? You want to a SCH to increase the speed of their party by 5% just by virtue of them having Selene out. So any team that has a SCH would have 5% more speed... for free...

If i needed more healing il keep eos and if not selene vice versa.
