Why the high cost of moving? 30% of old plot mimimum price is not fair

I was always under the impression you had to pay less to move to a different plot, not more.

At least I only own a small so upsizing won't be too expensive.

Depends on the grade of the plot. And the 30% reduction is off the minimum price so you might had paid much more for it orginially
