TL;DR:

• If you own multiple properties, nothing will happen to you
• If you already own any number of properties, personal or FC, you can relocate them to wherever you want starting Feb 6th
• If you do not own property, you can buy a plot for your FC starting Feb 6th
• If you have an alt character on the same world, that is in an FC that has a house, you personally cannot buy property for any other FC (you can relocate for them)
• You can not buy a plot for personal housing until some undisclosed date in the future

This point worries me:

・None of your other characters on the same World on that service account are in a free company that owns land.

My FC plans to have me relocate our FC house since I had the best luck in the Shirogane Savage 4.1, but I have an alt in the same FC. Do I need to remove my alt from the FC in order to relocate?? I don't want to mess this up. :/

No, you're fine. Relocating doesn't follow the same rules as purchasing.

You would also be able to buy the house with that second character in the same FC (since the FC wouldn't own a house until after your purchase).

Unless one of the GMs can sneak a question into the devs to reply in time, we likely won't know for sure until the houses open up. With the info we have it's likely you'll be able to purchase the land for an fc still as long as you meet the fc portion of the requirements (no characters on that world already in an fc with a house and at least 4 characters in the fc).
