Why does the new inventory UI show less items on Expanded than before?

they could have made a tacklebox that we asked for years but instead they gave us more quest-item slots that no one needs

They should just turn all tackles and baits into Key Items, especially now that they've given us a GIGANTIC 225-slot key item inventory.
