only FFXIV eat up CPU to 100%

I just moved my PC to new dorm then this happened
every time I launch FFXIV (after launcher)
my cpu usage went up to 100% and everything's so laggy
I have i7-7700 3.60Ghz as CPU
RAM 15.9Gb usable
with GTX1060
Can you help me find the problem?

Does the CPU usage spike that high all the time? Or only in certain areas?

Do you have any other programs running while you play the game? I noticed in your dxdiag that you have GeForce Experience enabled, have you tried disabling that?

Have you noticed any other change in your PC since you moved?
