If changes to jobs in the patch notes are already final then there is no need to call it "preliminary" patch notes, since most people are more interested in how class/job is going to get screwed over get overbuffed... or you know separate class balance adjustments from the patch notes and have that be it's own post...

Preliminary notes contain the stuff SE can tell the players before the servers go down. If you actually checked the differences, you'd see the final notes only add the stuff they could not share before.

All the stuff you see in preliminary notes is already final.
