Maintenance never beings truly on the dot. There's usually a period of time where they force-logout players after repeated warnings. They probably squeezed these in at the last moment. Lodestone also isn't working with the latest data. It relies on a data refresh to happen, so the actual creation time could be skewed from that by a few hours.
This may not actually be anything unusual. They commonly set themselves up in FCs. This might be the regularly scheduled wave.
TBH, i joined a new CL with friends last week, we had dungeon gear in keep and a lot of poetic to waste, just by giving that to the Grand Companies we rank up lvl 6 in 2 days =/
They could ban all chinese IPs tomorrow (maybe they have already). In reality they would be back the next day through a VPN (that's if they don't use one already, which I am sure they probably do), so it would be a pointless exercise.
